The Ugandan government has amended the Children's Act. According to the Act, any person who wants to adopt a child must stay in Uganda for one year so as to bond with the child. After one year, they will get legal guardianship of the child, and at that point the parents become eligible to adopt the child. This is the condition for all international parents.

For nationals, the parents are allowed to foster for 6 months, followed by a discussion between the social worker of the institution and the probation officer of the district where the child comes from.

These rules are currently being appealed in court. We are waiting for a response.
